The instant rules and regulations of this title implementing and administering the powers, duties, funds and responsibilities of the Department, provide generally for departmentally approved financial assistance for certain works and programs and projects for the enhancement and utilization of human, community and economic development resources within and throughout the State of Oklahoma.
