The Department shall have the power which may be required or implied to adopt rules and regulations as it deems necessary to accomplish its missions, goals, plans, purposes, and programs, and to amend them from time to time as may be required by enabling laws, amendments thereto or otherwise, pursuant to rulemaking procedural rules.
