SECTION 150:15-1-3. Scope

(a) During each program year, as administered by the State, financial assistance will be made available to qualified units of local government for purposes of implementing specific project proposals based on locally determined needs that further the stated intent of the Small Cities Community Development Block Grant Program.
(b) Eligible units of local government are incorporated towns/cities and counties that are not participants in the Community Development Block Grant Entitlement Program established in 42 U.S.C., 5301 et seq.; 24 CFR, Subpart V, 570.300-570.308.
