SECTION 150:15-5-2. Threshold and selection criteria

  For the purpose of selecting Small Cities Community Development Block Grant project proposals eligible for funding, the Department will subject all project proposals to set-aside specific minimum threshold requirements and selection factors which shall be set out annually in the State Plan/Final Statement prepared by the Department, and the application and application guidelines packets. Threshold consideration will at a minimum, determine whether project proposals as designed are likely to accomplish at least one of the National Program Objectives, and citizen participation requirements, and whether the project proposal provides in a comprehensive and intelligible manner information requested in the application according to application guidelines.
