- (a) This program is authorized under Title III, Part C, as amended, of the Energy Policy and Conservation Act. 42 U.S.C. Sections 6321 et seq., Title III Part D, as amended, of the Energy Policy and Conservation Act, 42 U.S.C. Sections 6321 et seq., and Department of Energy Organization Act 42 U.S.C. Sections 7101 et seq.(b) The legal authority to implement this program is vested in the Oklahoma Department of Commerce pursuant to 74 O.S.1991, Sections 5003.6, 5017, 5017.1 and 5032.
