I, J. Kevin Stitt, Governor of the State of Oklahoma, hereby direct the appropriate steps be taken to fly all American and Oklahoma flags on State property at half-staff from 5:00 p.m. Friday, October 16, 2020, through 8:00 a.m. Monday, October 19, 2020, as a mark of respect for the memory and longstanding service of former Speaker Pro Tempore of the Oklahoma State House of Representatives, Jim R. Glover. In 1976, former Speaker Pro Tempore Glover was elected to the Oklahoma State House of Representatives and served 13 consecutive terms, working under six governors during his 26 years of service. Former Representative Glover holds the record as the longest serving Speaker Pro Tempore in Oklahoma history. In 1997, he was permanently named Speaker Pro Tempore Emeritus, a position of honor bestowed upon him by the Oklahoma Legislature. He was a champion for rural Oklahoma and a long-time rancher and union iron worker. Oklahoma farmers and ranchers are the heart and soul of America and people like former Speaker Pro Tempore Glover represent the strongminded, self-reliant character of our state. Former Speaker Pro Tempore Glover is survived by his wife Linda, of 54 years; his son James Bruce and wife Kelly; his daughter Jennifer and husband Bay Rowland; and son Tim and wife Cindy; and many grandchildren and great-grandchildren. Funeral service for the Honorable Jim R. Glover will be 2:00 p.m. Sunday, October 18, 2020, in the Elgin Public Schools High School Gymnasium. This executive order shall be forwarded to the Division of Capital Assets Management, who shall cause the provisions of this order to be implemented by all appropriate agencies of state government.
