The rules and regulations of this chapter are intended as aids to the efficient operation of the State Fire Marshal, the orderly administration of the act, and to provide meaningful avenues for realizing and enforcing the statutory rights and obligations of individuals who fall within the jurisdiction of the State Fire Marshal and the office of the State Fire Marshal.
