SECTION 325:10-1-4. Intent of Commission

- (a) It is the intent of the Commission in issuing organization licenses to enable the market for pari-mutuel horse racing to mature and expand as it gains the trust of the general public. Because the oversaturation of the market with pari-mutuel horse racing facilities would be detrimental to the generation of public revenue, encouragement of agriculture and the breeding of horses in the State, and would be further detrimental to the maintenance of race meetings of the highest quality, free of corrupt practices, it is the intent of the Commission to limit the number of organization licenses to the number which the Commission determines the Oklahoma market can support so as to encourage agriculture and the breeding of horses in this State; maintain race meetings held in this State of the highest quality and free of any pari-mutuel horse racing practices which are corrupt, incompetent, dishonest, or unprincipled; dissipate any cloud of association with the undesirable and maintain the appearance as well as the fact of complete honesty and integrity of pari-mutuel horse racing in this State; and generate public revenues.(b) It is the determination of this Commission that at this time and in the immediate future, the market in the State of Oklahoma can support one major pari-mutuel horse racing facility.(c) Nothing in this Section shall be construed to be a statement of the Commission's intent regarding other than major pari-mutuel racing facilities.
