SECTION 325:20-1-12. Stewards' list

The Stewards shall maintain a Stewards' List of those horses which, in their opinion, are ineligible to be entered in any race because of poor or inconsistent performance such as, but not limited to, bolting, badly beaten, erratic behavior, questions concerning ownership by a suspended or non-licensed person, suspended trainer awaiting proper transfer of horse, eligibility, ownership dispute, claim protest, identification of the horse, or for any other reason that might affect the integrity or welfare of racing. Such horse shall be refused entry until it has fulfilled the requirements specified by the Stewards and it can be removed from the Stewards' List.
