  For the purpose of selecting Applications for assistance, OHFA shall use criteria established in the OHTF Application Packet. These criteria may include, but are not necessarily limited to the following:
(1)   Development description.
(2)   Organizational Structure and Capacity.
(3)   Financial Management.
(4)   Market Analysis/Study.
(5)   Development Management Control.
(6)   Financial Feasibility and Viability.
(7)   Partnerships.
(8)   Development Readiness.
