- Request for license is submitted on Oklahoma Department of Human Services (DHS) provided forms. A license to operate a residential child care program is granted when the program meets minimum requirements. Children are not accepted into care until DHS authorization is obtained. The license is not transferable and is posted prominently in the facility including the denial or revocation notice, when applicable. When the program changes ownership or location, a new license is obtained. Per the Oklahoma Child Care Facilities Licensing Act, Section 405.3 of Title 10 of the Oklahoma Statutes, persons identified as registrants on the Restricted Registry are prohibited from:(1) licensure as a child care program;(2) ownership of a child care program;(3) employment in a child care program;(4) having unsupervised access to children; and/or(5) residing in a child care facility.
