- (a) Fertilizer materials shall not be stored, applied, or handled in a manner that is likely to cause pollution of any air, lands, or waters of the state.(b) The responsible party shall pay all costs associated with cleanup and remediation of any spill or pollution caused by the storage, application, or handling of fertilizer materials.
