EDITOR’S NOTE: This emergency rule expired without being superseded by a permanent rule. Upon expiration of an emergency action enacting a new Section, the Section is no longer effective. Therefore, on 7-15-99 (after the 7-14-99 expiration of the emergency action), the emergency rule called "Procedure," which was added at Section 376:10-1-3 on 7-29-98, was no longer effective.
