SECTION 377:10-13-61. Health care services

- (a) All juveniles shall receive medical clearance from the health authority prior to participation in the RJTP. All findings shall be recorded on a form approved by the health authority.(b) The RJTP shall require medical, dental, and mental health screening to be performed by health-trained or qualified health care personnel on all juveniles, excluding juveniles who have had such screenings within 30 days prior to arrival. All findings must be recorded on a form approved by the health authority. The form includes:(1) inquiry into:(A) current illness and health problems, including venereal diseases and other infectious diseases;(B) dental problems;(C) mental health problems;(D) use of alcohol and other drugs, which includes types of drugs used, mode of use, amounts used, frequency used, date or time of last use, and a history of problems that may have occurred after ceasing use;(E) past and present treatment or hospitalization for mental disturbance or suicide attempt; and(F) other health problems designated by the responsible physician;(2) observation of:(A) behavior, which includes state of consciousness, mental status, appearance, conduct, tremor, and sweating;(B) body deformities, ease of movement, etc.; and(C) condition of skin, including trauma markings, bruises, lesions, jaundice, rashes and infestations, and needle marks or other indications of drug abuse; and(3) medical disposition of juvenile to the:(A) general population;(B) general population with appropriate referral to health-care service; or(C) appropriate health-care service for emergency treatment.(c) All policies related to health care and mental health care shall:(1) be reviewed at least annually by the health care authority and revised, if necessary; and(2) bear the date of the most recent review or revision and signature of the reviewer.
