  • (a)   Content. An appeal record shall include:
    (1)   the petition for appeal, notices and intermediate rulings;
    (2)   evidence considered in making a final decision;
    (3)   a statement of matters officially noticed;
    (4)   questions and offers of proof, objections and rulings thereon;
    (5)   proposed findings and exceptions;
    (6)   any proposed or final orders issued by the Commission; and
    (7)   all other data submitted to a presiding official in connection with his or her consideration of the appeal.
    (b)   Transmission to reviewing court: Within 60 calendar days after proper service of a petition for review or equivalent process upon it, or within such further time as the reviewing court may allow, the Commission shall transmit to the reviewing court a certified copy of the appeal record under review.
