- (a) Disturbed areas shall be planted during the first normal period for favorable planting conditions after replacement of the plant-growth medium. The normal period for favorable planting is that planting time generally accepted locally for the type of plant materials selected.(b) Vegetation that is in accordance with the approved permit and reclamation plan shall be established not more than 36 months after the disturbed areas have been retopsopiled, unless a written request for an extension has been submitted and approved by the Department prior to the expiration of the 36 month period.(c) Extensions shall be approved solely on the basis of adverse climatic conditions demonstrated to the Department by the operator. Extensions shall be granted for no more than up to 12 months. Only one extension shall be approved.
