  •   Department practices governing internal activities are adopted in the form of Department Operating Procedures. These procedures provide employees and management guidance in performing the duties required to successfully manage programs and facilities. Operating Procedures and related directives and communications to Department employees concern internal administrative guidelines and do not require public notice prior to implementation.
