Nothing in the Weather Modification Act or the rules of this chapter shall be construed to impose or accept any liability or responsibility on the part of the State of Oklahoma or any state officials or employees for any weather modification … activities of any private person or group, or to affect in any way any contractual, tortious or other legal rights, duties, or liabilities between any private persons or groups.
