- (a) Regulatory receiving stream flow to protect the Fish and Wildlife Propagation beneficial use, Qu, is the greater of the 7Q2 or 1 cfs. Qu is assumed to be 1 cfs if the 7Q2 is unknown.(b) The regulatory effluent flow, Qe, is defined as the highest monthly averaged flow in cfs over the past two years for industrial discharges with adequate data. Qe is the design flow in cfs for other dischargers.
