Editor's Note: Effective 9-12-14, the Office of Management and Enterprise Services (OMES) consolidated the rules of the four agencies that were consolidated under OMES in 2011 [see Editor's Note below], by revoking the rules in Title 87 (Employees Benefits Council), Title 360 (Oklahoma State and Education Employees Group Insurance Board), Title 530 (Office of Personnel Management), and Title 580 (Department of Central Services), and by promulgating new rules in this Title 260. Editor's Note: Effective 8-26-11, the following four agencies were consolidated into the Office of State Finance (name later changed to the Office of Management and Enterprise Services): Oklahoma State Employees Benefits Council (Title 87); Oklahoma State and Education Employees Group Insurance Board (Title 360); Office of Personnel Management (Title 530); and Department of Central Services (Title 580) [Laws 2011, c. 302, § 2(A) and Laws 2012, c. 303, § 3(A)].As set forth in the 2011 legislation, and again in 2012 legislation, "[a]ll rules . . . of the consolidated agencies . . . shall continue in force and effect as rules . . . of the consolidated agencies until duly modified or abrogated by the appropriate body or until otherwise provided by law" [Laws 2011, c. 302, § 2(F) and Laws 2012, c. 303, § 3(D)]. Therefore, the rules of the four consolidated agencies continued to be codified and published under their individual Title numbers until the Office of Management and Enterprise Services consolidated the rules into this Title 260 on 9-12-14 [see Editor's Note above].
