The legal authority for the Small Cities Community Development Block Grant Program is vested in the Oklahoma Department of Commerce pursuant to the Housing and Community Development Act of 1974, as amended, (hereinafter the Act) 42 U.S.C., 5301 et seq. as amended, and the subsequent designation of the Governor of Oklahoma or his designee dated September 30, 1981.
