This program is authorized under the Community Services Block Grant Act, 42 U.S.C. Sections 9901 et seq. The legal authority to implement the program is vested in the Oklahoma Department of Commerce pursuant to 74 O.S. Sections 5003.6, 5017, 5017.1, 5035, 5036, 5037, 5038, 5039, and 5040.
