SECTION 340:2-1-3. Oklahoma Merit System of Personnel Administration (Merit System)

  •   The Office of Personnel Management (OPM) and the Oklahoma Merit Protection Commission (MPC) are charged with the responsibility for the development, implementation, and administration of the Merit System. [74 O.S. § 840-1.4] The Oklahoma Department of Human Services (OKDHS) appoints and employs persons in the classified service in accordance with the Merit System of Personnel Administration Rules (Merit Rules). Merit Rules apply to employees in the classified service. Some provisions of the Merit Rules also apply to unclassified and exempt employees. The Oklahoma Commission for Human Services has adopted the personnel policies and procedures found in OAC 340:2-1. OKDHS cooperates fully with both OPM and MPC in fulfilling the responsibilities assigned to merit agencies in the administration of the Merit System.
