The rules of this Chapter have been adopted for the purpose of providing the public with information concerning the structure and operation of the Oklahoma Department of Agriculture, Food, and Forestry as well as setting procedures regarding declaratory rulings, rules governing rulemaking and individual proceedings for both formal and informal hearings, and licensing procedures.
